I am a defendant, and the acting Chief Magistrate, Mr. D'Almada, on behalf of Police is suing damages for an Official Communication made by me on the 16th May to another justice of the Peace (Mr. Leslie), under the general and often urged instructions of His Excellency to enforce the due administration of the laws relating to nuisances prejudicial to health or good Order.
His Excellency desires Mr D'Almada to lay before him a full exposition of my views and opinions as to the question of a Governor's liability to the courts of Law and their jurisdiction within his Territory and during the term of his Government.
To prepare such a document will cost time and labor beyond the exigencies of the present occasion, which Mr. D'Almada explains to be a desire on
